Compliance status
Medway Council Heritage Services online catalogue is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the known accessibility issues below.
Non-accessible content
The content listed below is non-accessible for the following reasons.
Non-compliance with the accessibility regulations
Navigation
- There is no way to bypass blocks of content that are repeated on multiple pages (such as the homepage and results pages) (WCAG 2.4.1)
- There is not a keyboard-accessible method (a 'skip-link') to bypass repetitive content (WCAG 2.4.1)
Links indistinguishable from text
- Some of the links are not adequately described by the link text alone, or by the link text together with preceding page context (WCAG 2.4.4)
HTML encoding
- Some of the mark-up language is incorrect or incomplete (WCAG 4.1.1)
- Some headings are not properly coded as headings, and text that looks like a heading must be coded as a heading (WCAG 1.3.1, WCAG 2.4.1, WCAG 2.4.6)
- Widgets with visible labels/instructions should also be programmed as such (WCAG 1.3.1, WCAG 2.5.3)
- Widgets must have a label and/or instructions that identify the expected input-WCAG 3.3.2
- A <table> element must be coded correctly as a data table or a layout table-WCAG 1.3.1
- Words and phrases that are visually emphasized must be contained within semantically correct containers-WCAG 1.3.1
Resizing the browser and text
- Pages are not responsive: elements will not resize or stack when viewed on devices with a different width such as iPad and mobile (WCAG 1.4.10)
- Users must be able to resize text, without using assistive technology, up to 200% with no loss of content or functionality (WCAG 1.4.4)
Content that's not within the scope of the accessibility regulations
The digital images on Medway Images are surrogate copies of archive heritage items and they are exempt under Section 4 (2) (f) of the Regulations. There is currently no automated or cost-efficient way to extract any text embedded within the images nor, within the current Medway Images system, to extract the metadata sitting alongside each image to embed as alternative text within each image.
What we're doing to improve accessibility
We are working towards ensuring that the Medway Images website, or its replacement, is compliant by September 2021.
